Mixing in a major dose of reserve funds and an estimated jump in fees from ambulance calls, city officials held the second City of Lockport budget hearing Wednesday night.

They say the tax levy will increase by nearly 10 percent, but the tax rate will come down by more than two percent.

The levy is the total amount of property tax collected while the rate must have less than a two percent increase under the state's new tax cap plan.

Budget director Richard Mullaney said the the general fund spending should run $23.3 million, which is nearly $2 million more than last year's budget.
