An appeals court is saying that the city of Niagara Falls was within their legal rights to fire an employee who violated the city residency law.

Sandra Bowman was accused of living in the town of Niagara, although she claimed to live in the city of Niagara Falls.

The city hired investigators to provide surveillance on Bowman, and determined that on most nights she drove to a home in the town of Niagara and spent the night there.
