The Sheriff's Department says the 44 year old woman who struck by a snowplow Monday night on Dysinger Road was legally blind. Investigators also say Joyce Garvey had been drinking before the accident. Her son said he didn't think alcohol was a factor though and
says poor lighting on the road was a major factor. He wonders why the plow driver did not see his mother. Garvey would have celebrated her 45th birthday today.
